Location: Emerald Metalis Consil
Minodora is a Varuchov Linguist in the Emerald Metalis Consil Library. The player can find out about her from the Consul. When asked to join the party, she will reply she does not wish to risk her life and refuses even when offered 100 emeralds. The only known way to recruit her is to force her through soul-binding.
It is as of yet unknown whether there is a way to convince her without soul-binding.
